Size on heat loss, not on price. Plan 4-6 BTU/hr per gallon with a cover in a moderate climate, 6-9 BTU/hr per gallon uncovered or windy. An undersized unit never reaches target temperature, no matter how long it runs.

Heat pumps heat slowly and lose efficiency sharply below ~50°F ambient air. They are a warm/mild-climate, swim-season tool — not fast on-demand heat. In a cold climate a gas heater is usually the right machine instead.
